What about Clean Energy Federal Funding? New Resources

Clean Energy Funding from the Federal government is up in the air with a new administration.  Here are some resources to help you navigate that, as Washington’s Department of Commerce has announced as of January 29th:  “If you have federal funding from Commerce, please continue your programs and services as usual. We will reach out if there are future actions or orders that impact your programs.

Ecology maintains a map of Washington’s Air Quality Monitoring Network as part of their Overburdened Communities Highly Impacted by Air Pollution initiative work.

Announced Investments

Closed Applications, Announcements Expected in the Near Future

  • Clean Building Performance Grants: Applications submitted during the most recent competitive solicitation (CBPG-024) are under review. Commerce anticipates announcing successful applicants and notifying non-successful applicants on or about February 24.
  • Landfill Methane Emission Grants for owners and operators of municipal solid waste landfills to support projects that are necessary and directly related to meeting or exceeding the compliance requirements in Chapter 173‑408 WAC. The application period is August 6, 2024 – October 1, 2024 with total $9.6 million of total funding available.
  • Washington State Clean Diesel Program: Ecology’s Zero Emission School Bus Grant Program 2023-2025: Applications open May 15 – August 15.  These should be tracked once they are finalized on the Ecology Grants and Loans map.
  • The Washington State Recreation & Conservation Office published a list of proposed Puget Sound Acquisition and Restoration awards for the 2025-27 biennium, contingent on continued Climate Commitment Act revenue, at the September 2024 board meeting  with the project list being considerd by the Legislature in the upcoming budget (see Attachments 3, 6, and 7 for the specific proposed list).
  • Washington Coast Restoration and Resiliency Initiative. Final Applications were due by early June, grants are anticipated to be awarded July 2025 through state’s Capital Budget. Final Applications can be viewed in this PDF File.
  • Applications submitted in early May. Brian Abbott Fish Barrier Removal Board. List sent to legislature in August, final awards are anticipated in July 2025 for 2025-27 Biennium Budget.
  • Estuary and Salmon Restoration Program. Preliminary Investment plan in Fall 2024, funding grants anticipated to be available July 2025 (2025-27 Biennium). Final applications submitted for sub-programs in May and June.
  • Riparian Grant Program: Round of Applications closed June 21st.
  • Tribal consultation grants: Applications are open from September 10th through December 3rd. $5 million is available to support Tribal consultation on funding decisions from Climate Commitment Act (CCA) accounts, consultation on clean energy siting studies, and other climate and clean energy work. An initial $16 million was distributed through prior funding rounds in January 2024 and July 2023. This additional $5 million will be awarded to eligible applicants in December 2024. Funds will become available Jan. 1, 2025. 
  • Air Quality in Overburdened Community Grants are accepting applications through October 24th. The Department of Ecology funding is available for organizations serving communities overburdened and highly impacted by criteria air pollution (such as Local municipalities, Community-based organizations, and Tribes participating in our initiative to improve air quality in overburdened communities) in order to conduct community engagement, and identify and develop projects to reduce criteria air pollution. $10M total in available funding with up to $700,000 per project.  Ecology held two information sessions (September 17th and October 3rd) regarding New Resources for Air Quality Community Grants.   • Sustainable Farms & Fields: Climate-Smart Livestock: A second round of funding (closed October 7th) is open for applied research and demonstration projects that will result in increased adoption of climate-smart livestock management practices and/or improved accounting of the impacts of climate-smart livestock management practices in agricultural settings in Washington.
  • Family Forest Fish Passage Program. Applications for 2025 funding were due by end of 2024.
  • Community Forests Program. Board was scheduled to approve ranked list in late October 2024.

Open Applications and Information Sessions

  • State’s first e-bike rebate program launching in April via WDOT press release: “A new program designed to make e-bikes more affordable to Washington residents will launch this spring. In April, the Washington State Department of Transportation and its vendor, APTIM, LLC, will launch the state’s first e-bike rebate program. The rebates will occur through point-of-sale discounts on e-bikes and associated safety equipment.”
  • CCA Market Notice: Senate Bill 6058 implementation: As part of Ecology’s work to pursue linking carbon markets with California and Québec, during the 2024 Legislative Session, we requested legislation to modify the Climate Commitment Act (CCA) in ways that facilitate linkage. The legislation, Senate Bill 6058, takes effect January 1, 2025.

    In order to provide clarity on what this means for market participants, we are sending this market notice to explain how and when the provisions included in Senate Bill 6058 will be implemented.

  • Rulemaking Announcement: Chapter 173-448 WAC, Air Quality in Overburdened Communities. Announced October 14th. “Much of the Climate Commitment Act is dedicated to reducing greenhouse gases at the state level. However, measures for reducing overall state levels of greenhouse gases might not decrease another category of pollutants, called “criteria” air pollutants, at the local level. As a result, RCW 70A.65.020 of the Climate Commitment Act directs Ecology to take actions to reduce criteria air pollution in overburdened communities highly impacted by air pollution. This rulemaking will specify processes and procedures that Ecology will follow to implement this section of the law in communities identified as overburdened and highly impacted by air pollution.”
  • Washington Agricultural Support Program through the department of Licensing is open for submissions to secure rebates to agricultural fuel users who may have been incorrectly charged for fuels exempted under the Climate Commitment Act.

Prior Updates and Announcements

  • Washington EV Instant Rebates Program. Program funding expected to run out before end of October. With extremely high participation, $4 million was available at the time of this announcement. Eligible drivers can get up to $9,000 in instant rebates on the lease or $5,000 on the purchase of a new qualifying EV — plus up to $7,500 in federal incentives on certain vehicles. Even better, no additional paperwork is required, and the rebate happens at the car dealership.
  • OCTOBER 28th: Attend the Climate Action Planning Webinar with the Washington Climate Partnership. Register here. The goal of the Comprehensive Climate Action Plan (CCAP) is to create an implementable, equitable, and comprehensive plan to get to net zero greenhouse gas emissions by 2050. This webinar is designed to share progress on statewide climate planning efforts. 
  • Community-driven clean energy project workshops, virtual in November and in-person/hybrid in October and November: “Commerce seeks to listen and learn from communities and tribes about their visions for a clean energy future. This fall, we invite you to participate in regional workshops to share your ideas and learn about upcoming opportunities like the potential launch of a Clean Energy Ambassadors program. Participants will learn about clean energy, share their communities’ strengths, and help inform funding opportunities for community-led clean energy.” 
  • Electricity Markets Rule: “The purpose of these updates is to help determine which electricity importers from centralized electricity markets should be covered under the Cap-and-Invest program.” Comments open through August 20th. Final rule adoption anticipated December 3.
  • Air Quality Community Grant Program is preparing a summary of your input and how it is incorporated it into the program design, which will be provided alongside the grant program guidelines in August. Applicants will need to have a Secure Access Washington account and have an account in Ecology’s Administration of Grants & Loans (EAGL) platform. Directions on how to create an account are located on the grants and loans website.
